playin oblivion

Right, so I was playin oblivion today, and got to the part in the main quest where you have to go to the gardedn place in the imperial city and activate 'the tomb of prince camarril' but it like doesn't doing anyhting. anyone who has completed oblivion plz tell me how to do this

You have to do it at a certain time, it will glow red if I recall correctly. I'm pretty sure the time is noon, so rest until 11:30 or so.
