so... can you upload a font in such a way that everyone int the www can see the font on your site

i don't believe so... if you want something with a custom font, like the halo font, use the halo font to make a pic of it, like a logo or something. or just use common fonts like arial or times new roman.

If you payed for the site you can do this:

Upload the font through FTP into the forum template section.

i believe that a person would have to have the font locally to be able to see it on the site, based off of how you need a language pack to view a website in it's original language, ie: japanese instead of question marks and boxes. you should test it out, that's the only way you'll know for sure.
