Extacting skins / meshes from other games (republic commando

Hi all,
I am new to game modding. I was wondering if anyone here could tell me if it is possible to use some of the Halo modidng tools to extract skins and/or meshes from the game Republic Commando (xbox version). If it is not with any Halo tools are there other tools that might be able to do this job?
