CS owns everything else, even CS2.

PS Elements is like PS's younger, more annoying cousin. It's basically trimmed down, a LOT, but is also cheaper.
Personally, I use CS (which is a helluva lot better than 7) CS2 is supposedly good, but I can't be bothered to upgrade.

Elements - Basically a very expensive computer-based photo album. Hardly any good editing tools.
PS 7 - Most good tools - Lots of brushes aren't compatible - Good on RAM and hardly ever freezes your computer.
PS CS - Many great tools - most brushhes are compatible - Most of the time it will not freeze.
PS CS2 - Best of the best. I use this, along with (I just got this) AI CS2 to make vector graphics. It is AMAZING. You can drag your custon art from Illustrator right into photoshop. All brushes currently made are compatible with this - TERRIBLE on RAM. If you don't have more than 512 MB of RAM, don't try using this program. You won't get anything done.
