Most stores will do it for about $5, then credit that $5 back onto your purchase of the game.
At least that's what the stores here in Utah do.

stores here make you pay it upfront and then some so your garunteed one. so like 70 dollars in advance

Here it's 10 bucks, and they give you it back. Or if you spend the full 60/70$ they give you a pass to get into the special line and you still get the money refunded.

That's not always true, my friend didn't preorder Halo 2 and couldn't find it in stores for a week or so until after it came out.
