ill beta test but is it for CE (custom editon) or plain PC (halo normal)? if its pc then im not testing

EDIT: im against pc modding because its not right (illegal hacking)

If it was considered "illegal" then why would bungie make it so easy to mod?

They didn't make it easy. They gave way so others could create their own user content. User's just went above and beyond that.
