Anyone know a Download link to the latest version on ADI, my Tag Editor does not show prob edits like "Projectile Speed" instead u see the fields under projectile refrence

Projectile Speed isn't located in the [weap] tag anyway. It's located in the [proj] tag the weapon links to.

The reason you don't see it is because it has old plugins. Either get new plugins or use Entity.
