AI Spawn Issue

Ok, so I've finally made an AI Mod with working AI and all, there's just been one problem that's gotten on my nerves.
I set the amount of AI that spawn on Easy and Legendary to, lets say, 4. I start the map up and only 2 spawn. It's has gotten very annoying and I wanted to know is there some way of fixing this?

how many character chunks are there in the squad.. you cant just set it to 4 you also have to have the same amount of character chunks in the squad

It could be a spawn problem. Try putting the z coord very high and see if this will spawn them. Else just try using a different AI platoon to set up a new squad. For optimal performence choose a platoon that has the same amount of actors as you want characters.

How do I find out/add more character chunks then?
The Z coord makes them spawn a couple of feet in the air so they all spawn, I did find something of interest though!
In the starting locations, there is a dropdown box saying 0 - 6. You can just put different coords in different numbers to get the exact same AI settings in different places.
