SP character and weapon problems

I've been having trouble with the SP AI and weapons lately. I've transfered over the shotgun from another SP map using insolence and changed the marines starting weapons to that. The marines spawn correctly with the weapons, but they do not shoot at all. Is there any fix for this?
Also, is there a way to swap bipeds in campign, more specifically from Johnson to arbiter?
I transfered the arbiter biped to my SP map and swapped the bipd in Johnson's character tag. However, my arbiter just walks around acting like he's kicking something with every step.

Did the marines work corretly before. I know SP Weapons always have problems in MP.
And yes you can change the bipd by transfering the bipd over then go to the matg tag and change all the masterchief thing to the corresopndong arbiter things (such as BIPD and FP models)
if you want to change an AI's character just go to scnr then to AI squads and swap character... (CHAR)

Thanks, but I think you missed my point...
Im doing a campaign mod, not a MP one.
Also, I'm trying to switch Sergeant Johnson with the Arbiter, not the Mastercheif. I swapped Johnson's biped with the arbiter's but it didnt work properly.

that because johnson is AI... AI doesnt use bipd it uses Char and there is no Char for the Arbiter because the arbiter doesnt have AI.. so no AI Arbiters.

You're kinda off, in the SNCR reference some elite ai, then in that elite AI's CHAR swap the biped. Also, reference the shotgun in the CHAR for the marines, that's probably why they don't shoot, they don't know what weapon they have.

There is an Arbiter CHAR on floodlab.
You just need to transfer it over and add it to the CHAR palette which is in the SCNR.

dont use the shotgun from sp use the mp one it always works
