Weather sucks

okay im trying to take out lockouts snow and change it to rain, iv done it once but now it doesn't want to cooperate with me every time i inject the new weather go to the weat tag change that then go to the scrn tag and change the weat there it is always snow what am i doing wrong? or does lockout just suck?
