where to start

hey, im going to start making a mod and wonderin where to start, i wanna make a good fun mod with cool gun effects ect... is there an app that lets me drag n drop scenery to the map?
any help/suggustions would greatly b appreciated

insolence drags and drops objects from map to map, but I suggest entity. It moves tags properly. I also suggest you skin your map.
