Is there any way to make the windows inside the building start off broken?

Yes there is.
just search trough the shaders and find glass broken.

that's very, very wrong. That doesn't even make sense. To make them actually broken you have to go into the bsp tag, find the float for each individual piece of glass, and then change any needed flags of SIDS to broken or destroyed.

No i think i understanded the question wrong;
I thought that you where asking for windows who look like broken windows.

If you mean research by which planes you have to enble the spawn as broken permutation in the bsp ag, then go ahead. Otherwise I pretty much explained exactly what you have to do......
