What is the EXACT definition of system linkable?

Do other people have to have exactly the same mod map as you to load it?

Can non-modders with normal maps join and load sp-mp conversion?

P.S. I know this is a noob question, but i'm still not 100% sure of this.

System-linkable can mean both.

-Some mods are system-linkable with non-modders.(projectile swaps)
-Some mods are system-linkable with people who have the same map.(SP->MP conversion, machine mods)
-Some mods get messed up, and regardless if you have the same map or not, you can't spawn.
