If you look at the comments on the vid, one person says you can find it here. Did you look?
Edit: Crap, the DL link is broken. Good luck finding it elsewhere.

I asked Turk about this today on AIM.

Download these two plugins (taken from xzodia's plugin site) and place them in Entity's plugin folder (Entity\Plugins\Halo 2\ent).

Open your map, then:
Open the jpt!'s meta editor of the weapon you wish to cause ragdoll
Tools -> Show -> Show Invisibles
Check the 2 bitmasks (checkboxes) labelled Ragdoll Part 1/2
Open the bipd's meta editor of the bipd you wish to be ragdolled
Check the 3 bitmasks labelled "Uses Limp Body Physics", "Has No Dying Airborn", and "Random Speed Increase"
You can also edit the ragdoll timer in the bipd's values.

I'm not sure, I haven't tested it over system link.

I'm gunna go out on a limb and say that the plugins were for the jpt! and bipd tags, so if you go to the plugin website in his post, just get those.

EDIT: Yea, go to the unfinished section of the plugins site and copy the plugin code into your current plugin's file for jpt! and bipd plugins.

I have tried this over system link(maybe a month ago) with a map actually made by Turk(so it was done right) and it isn't viewable to anyone else, whether they have the map or not.

Yeah, they appear to ragdoll on your screen (slightly, the biped locks up and slides around) but everything is the same on their screen. There was that one trainer with 'Sniper Shots Dont 1 hit Kill', which caused bipeds to ragdoll on their screen but not yours. You had to turn off shields and then shoot them in the head with a sniper rifle. They wouldn't die, and nothing would change, but on their screen, they had ragdolled. Weird stuff.
