PROBLEM

i have a problem when i download programs and try to open them i go to unzip them in winrar and after it finishes it keeps saying the application failed to initialize properly when i unzip it help me out here

Do you have .NET framwork 1.1 and 2.0 installed?
Most programs here are built on .Net framework.
