**HELP** I cant get my goof tag references to work properly!

I get a fresh map, I mod it the way I need to and then I go into insolence and go to my goof tag and click new refrences and I change the tag type and the specific thing i added and then when i fix encryption resign and ftp the SLC on the map is still broken seeing that no one can play the map but myself. Can someone tell me how to reference a tag corrrectly? Thank You
