Dragging zip files to my action replay memory card...

To download the mods onto my xbox i use action replay right?? if not please tell me.. anyway when i go to drag them to the action replay program it has a cirlcle with an x on it( cant drag there duh) uughh help and i know ive posted this before but i put it in halo 1 instead of 2.
