Hex Help, and maybe a program

Ok can someone help i need to know... i guess how to translate hex into a language i can understand, i want to find out wtf hex is, and how to change it for modding and maybe a program to edit it with. I do know a tiny bit on it because it autotranslates in dothalo......, and a rpogram i used to have untell i had to reset my drive from viruses and crap...
and maybe a program so i can edit the names inside the mapsfor mainmenu globals, and for the maps names, dothalo only shows the single player maps
could someone please at least point me in the direction for either or preffered both
