Il give you a list of some good programs.

DotHalo- A great modding program, probably the most widely used one.

Ch2r - Another good modding program. More user friendly.

Insolence- A program that is for more advanced users. Has a nifty drag and drop feature between maps (take objects from other maps. ex. Put a marine into zanzibar.etc)

Dark Matter- A program still in its beta. Has a model viewer (look at the models of things like Weapons, Vehicles.etc (anything in the Mode tag). Also has a SBSP viewer (look at maps)

ADI - Another good modding program. Has the ability to edit Lightmaps. (How dark your level is.)

-------------------------

There are other programs (Many by Glitchy Guardian) but they arnt useful to a beginner modder. Look around the Files Forums for the above programs.
