Wharthog fly on Client Side

How do you make it so that everyone can fly the wharthog on the client side. I know you have to do something in dot halo to the seat placement, but what?
go into dot halo
go to vehi tag
on the 2nd seats option go to #1
click the box that says Driver Seat
There ya go
