Yes you can mod. Just not with that xbox.
A normal xbox can't accept the modded maps unless it is modded with either a software mod (action replay + linux hack) or a hardware mod (modchip).
There is a way to be lazy about it and use a USB flash drive as a memory card and just spend like 3$ for the exploit disk.
