Water Level Help

Ok I added the water level tag into my entity and even changed the water level on relic from -5 to 1 and then from 1 back down to -3 and for some reason i can never get the damn water to rise or anything, can anyone please help me

you might need to refrence it to it or something.

Meh I thought that about getting 2 zanzi gates to spawn, but then I got it to work;try some thing to see if I can get it to work
