Hm... well, I guess I can't be positive that seeing the skin in the extracted bsp means it's built into it, but I can't think of any reason the skin would come with, if it weren't there. I'll have to acquire a modeling program again. Lost milkshape and 3dsmax when I reformatted my 'puter. Milkshape trial would've been over by now anyway. Now I just have to find my 3dsmax...
So, did you mean to say you had looked at the bsp in dm and the hev wasn't there? That's certainly encouraging and warrants further examination.
As far as the conveyors, I'm going to make an unfounded guess. I don't know enough to make an educated one, but here's what I think it might be. It could be that it's just a moving shader or bitmap (seen a few of those elsewhere) and there's a motion phmo for it. Try swapping something else with the shader for the conveyor and see if it makes it move. Or try swapping the conveyor's shader to see if it stops it from moving (at least it should make it appear to stop moving, since the phmo would still be active).

My thoughts exactly, though I was thinking of something a little more.... aggresive. Mount some turrets on it. Make it a strictly aerial map. Include banshees, flying ghosts, and sentinel aggressors (fighter, scout, and bomber class ships).
Also, I had thoughts about an airdrop hog. Haven't got around to trying it yet (since there's nothing to drop it from) but I figure you could give it two weapons: one for each trigger, in the front and back, pointing down, no damage, but tons of force, for correcting pitch on your decent, and also to break your fall at the last second.
[edit] Another thought: I don't know if you can have an always-on projectile on a vehicle, but if you could, you could put one on each of the hev's engines, pointing down, small damage, lots of force, and short range, so if anybody tries to fly under it, or walk under it when it's close to the ground, they get knocked around like crazy.
