1.)How do I convert PPF files to MAP files? i want to play on Exodusv1

2.)Does any1 know a sound editting program where if i put the mic up to my TV, it wont give it that background effect and TV "purring" effect?

You can use some programs , the easiest* is called Dothalo,
Just fire it up and click on "apply PPF" then select the map you need to patch (usaly you can find this in the mod discription) and in the bar under it select the ppf file , then click "apply ppf" when thats ready ftp the map to your xbox and you are ready to play

and for the TV , i think the only solution is buy a new one,,,,
or just deal with it off course
