That means the dimensions of the image are not a power of 2. So go into Image then Image Size and make it like 512 by 512, 1024 by 1024, 256 by 512...etc. As long as each side is a power of 2.

(divideable by 2) also, i noticed that paint (the ultra-simple mspaint) can save .tiff files. does that mean i can make level textures with paint? or deos it just mean it saves as an un-usable .tiff?

It isn't if it is dividable by 2, it is a power of 2.
