I am sure he means the function blocks in tags
you can have it set to activate the attachment at certain times, change colours, ect. I think the IN ones are for things its taking in from another tag (like shaders, or animations) and OUT are ones its sharing with other tags (like animations sending it to scenary or what ever)

Wow.. I havnt updated any of my stuff here since like 2 years ago.. lol
