There are 3 programs to the Halo Editing Kit (Hence why it is called a
KIT), all of which will be located in your Halo Custom Edition folder:
Tool is a command line program that is used to change models/bitmaps/sounds etc. to a format readable by halo's engine (Tags)
It is also used to change .scenario tags into .map files.
Guerilla is used to edit these tags (like HMT).
Sapien is a program like Sparkedit that allows you to place objects (tags) within your map.
The rest of the files that come with the HEK are Tags and Data files, which can be located in their respective "Halo custom edition\Tags" and "halo custom edition\Data" folders. These files are the base files necessary for compiling a map and other useful files like standard halo bitmaps.
There should be a folder at "C:\\Program Files\Microsoft Games\Halo custom edition\HEK_tutorial" that covers everything you need to know about making a map.

Blitzkrieg is the exporter plug-in for 3D Studio Max. This plug-in exports the model data (vertices, materials, smoothing group information, animations, etc...) from 3DS Max to the file formats (.jms, .jmp, .jma, .jmm, .jmt) used by tool.exe to compile a data tag that can be used by Halo.
Tool (tool.exe)
Tool is a multipurpose command line program that compiles and converts data that has been exported from other sources such as 3D Studio Max. The data files that are created are referred to as "tags".
Running "tool.exe" by itself with no command line parameters will display a complete list of the available command line parameters and appropriate variables and variable formats.
Guerilla (guerilla.exe)
Guerilla has a graphical interface that is used to edit the properties and resource references in the Halo data
