Sealed World Rules and collision geometry

Can someone please explain the rules for making level BSPs and collision geometry? I cant understand any of the tutorials that Ive read that explain the Sealed World Rules, so the simpler the better.

I knew that...................

Is there anything else or a more detailed explanation? I know that there cant be more than one vertex and/ or edge occupying the same place at the same time, but what does that actually
mean? Do I have to weld the vertices together? Is it possible to weld edges together?
