HaloMods "Classic" Read-only Archive

I installed Halo CE but I have no guerilla or data folder or tool or much of anything in the Halo CE root directory. Is there any reason for this?

You must download the HEK and install it. Guerrilla, Sapien, and Tool do not come with HCE.
