need help with modding program

hi im new here so i really need help with a mod maker i downloaded.
its called halomap tool and it is used to change clipsizes and what so ever.
but everytime i make i file replace them with the oldones it jsut says "gathering scattered data" and it wont start. pls i need help with making this prog do as i tell it
