Sapien won't open a map? Whats gonin' on??

When ever I try to open sapien when I go into the maps folder I can't find any maps to open? So. WHAT THE HELL IS WRONG?!?!?!?!!?
Sapien does not open maps, it opens scenario tags.
Go open
C:/Program Files/Microsoft Games/HaloCe/tags/level/test/tutorial/tutorial.scenario.
That is the example one H.E.K. comes with.
