How do you hack gametypes?

I was wondering how to hack Halo CE Gametypes to make more than one vehicle spawn on races on such maps as Yoyorast_Island, and BaconsRaceTrack. I tried Hex-Editing, but all the gametype contains is a bunch of random letters and numbers.

If someone could tell me how or host some hacked Gametypes or maybe make a tutorial, that would be appreciated.

And also, please dont post the stupid gametype fix thing, it doesnt help at all.
