Can't open mod programs

I have downloaded many mod programs, but they I can't open them. They look like three books bound together(if that matters) when you go to there files. When I click on them a screen comes up asking me if I want to open or save. If I click open the screen just comes up again. I think it might have to do with trying to open them with the wrong program because I messed around with that before. Please help me if you can.

yeah go to www.rarlabs.com then extract the stuff.
