Help please

Hey man. I had a question about CE...

1) What would I use to make the ground have snow in Beaver Creek, along with making the river frozen so you could walk on it, and to make snow falling as you play?
2) Where can I get a biped to go into this snowy version of Beaver Creek? The H2 spartan or some version of it wold be nice, but if you know where I can get Elite tags, that would be cool too.
3) What would I use to import a picture into the map and have it on the wall or something?
