I'm not sure if this works, but I think you can go to:
Start>Control Panel>Windows Firewall>Exceptions. Then turn exceptions off. I'm not sure if this works, but it might.

Also, this could have millions of causes....did you fuck with the globals? Also don't play CTF if there are no flags in game. Common user error.
