Halo CE Remote Administration Tools?

Does anybodie know any Remote administration tools for Halo CE? So you could kick or ban without being on the server? It's a pain when one of your clan members ask's you to ban someone when your not on the server and there is no space.....

dedicated server, right?

If your running the dedicated server you can go into the commands with the Rcon password...blah blah blah (i never did a dedicated server before)
or you can do it with the dedicated servers little command prompt thingymerbobber.

Did that make any sense what-so-ever?

Yea I know you can do the Rcon commands with a dedicated server, but we run a clan and the dedicated server is almost always full with 16 people. Only a few people we trust can use the Rcon, so most of the time members of my clan IM me could you ban/kick this dude for cheating, swearing when asked to stop cussing and stuff, and as I said the server is almost always full so I can't get in.. Is there a tool to control the server without loging in?

AOWC is hosting our server.
