sprite bitmaps help

ok i get this error when i export a sprite bitmap:
D:\Games\halo ce>tool bitmaps effects\particles\solid\bitmaps
Couldn't read map file './toolbeta.map'
### snow burst.tif
### ERROR can't extract sprites without a valid plate
what is that a valid plate???
