Would you mind explaining what you did or did not do?
It's hard to help when all you say is "I tried and it didn't work".
mhmm

You do not execute tool directly.
1) Copy cmd.exe from Windows/system32 into your Halo CE root directory. 2) Make a shortcut on your desktop for cmd.exe in you Halo CE root directory.
3) Click the shortcut.
4) Then type in tool build-cache-file levels\<name> <name>
(I think that is the syntax).

???
RtNSAO, again, as Crytic has said, tool is a very basic program, so you are probably getting the syntax wrong. It does not take more than a couple of operations to use. Go through the HEK tutorial and try learning the commands.
Just so you know, don't worry about
Couldn't read map file './toolbeta.map'; it is meaningless.
