i just cant make my maps into scenarios with tool canu make them with tool++ if u can, can u tell me?

to make a scenario into a map is

tool build-cache-file <scenario path, but exclude everything up to levels (don't do Halo Custom Edition\data\...)>

huh?
i new 2 making and i just use tool++ will it work if i use build cashe file and click on my scenario?
cause tool is to confusing
