ok well find where command prompt is on your computer
and make a copy (not a shortcut) in halo ce directory folder.
Then to use tool you type this in command prompt

If he didnt understand that tell il explain it more.
Find cmd.exe in your windows system32 folder and COPY it to your halo CE directory were Tool is located and create a short cut to that file on your desktop. And there you do, all you need to do is run that shortcut and then type tool and then the command u want to use for it! Tell me if this helped
