When I use tool, nothing happens

I tried to compile maps with tool.exe, but when i type in a command nothing happens. (It just tell me the 'toolbeta.map thing, but I know that i can ignore it)
And would u be so kind and gimme an example of the "bitmaps" command?
directory: levels\the_hill\bitmaps

Thats what it says.
In english that means something like: "The Programm couldn't be intialized (0xc0000135)"
Umhhh I think this SHOULD be N00b secure, but I guess im am something that is more stupid and more n00bish than a N00b ever can be. Help PLZ!!
