how do I run tool.exe?

Hek says navigate down to through my directories to toole.exe but I don't know how! Please help! I know it has something to do with cd program files or something! But "cd program" files doesn't work!

This is how I do it, type (without the quotes) "cd\program files\microsoft games\halo custom edition"
now it should say "C:\program files\microsoft games\halo custom edition>"
now type "tool"

Or just do my way.
You just copy cmd from C:\windows
Then paste it in the halo ce folder and it'll automatically because in the folder so you just gotta type tool to start it.
