Where do you get sapian, tool, etc...

I have used the Search thing and it seems as if no1 has the answer and i just want to know if it is free and if it is where to get it, mostly i want sapain. Also if you use sapain do you have to use tool or is it still considered a .map file that you can play on your xbox.
