Putting fog into a level...

I have a fog tag that I took from gephyrophobia, I have created a plane with material name +unused$. I go into sapien, add the fog tag to the palette then go to fog and it says press SPACE to apply to cluster and when I do, nothing happens. What am I doing wrog?
