Ok, do this in this order and it should work.
1. Make sure that you have got HEK installed.
2. Make sure cmd.exe is in C:\Program Files\Microsoft Games\Halo Custom Edition
3. Make your picture in photoshop the correct sizes for bitmaps. i dont know the sizes.
4. save them in this folder C:\Program Files\Microsoft Games\Halo Custom Edition\data\bitmaps\test
5. save it as test.tif
6. open tool(cmd.exe) and type this: tool bitmaps bitmaps\test
7. open gurilla and open your .bitmap which will be here:
C:\Program Files\Microsoft Games\Halo Custom Edition\tags\bitmaps\test
8. make the shader.
