Build command in tool help...

Ok so I need help with this command:

C:/....Microsoft Games/Halo Custom Edition>tool model ...

The thing is I don't know what to put after the "model" part... what directory does it go to? I need some help...

where can I download the actual .EXE program??!?! none of you links go to it, they are all .WMV's
