use FRAPS (
www.fraps.com)
download the demo or buy the full version...
you can figure it from there.

It seems like you want to set use your 'streaming video server' to allow people to visit your website and a view a realtime of each player currently playing in the server.
If that's what you want to do...Good idea, but its flawed; here's why:
1) Streaming videos can use a large amount of bandwidth. This varies depending upon the bitrate, codec used, and the # of users viewing the videos.
2) The videos wouldn't be real-time [LIVE]
3) Its not going to be possible to record other users screens. So you won't be able to stream their videos [not iunless they send them to you].
If this wasn't the direction you were going, oh well ignore my reply.

This is getting old. I grow weary of having to correct you.
The one made by Microsoft is Windows Movie Maker, it CANNOT record videos of Halo. What it can do is take a video made by FRAPS and convert it to a different format. You can edit the video before you convert it. Add frames, titles, etc.
