how do you compress video files to make the file size smaller? Is there any programs that can do that?

You can either get a compression program like WinRAR or WinZIP or WinACE and compress the video file like that or you can re-encode the movie either as a different resolution & framerate to cut size or you can re-encode the movie with another codec that offers a better compression. Divx, mpeg, whatever.

Or you could just use oldschool Microsoft already-built-in .zip files. They don't compress quite as much, but you don't have to download anything.
