Modding Utility

Does anyone know of a PC utility that can tag edit and can also run on Windows 98, P2 233 MHZ? I use SE with it but I can't use HMT 3.5 cuz i dont have framework (and cant load it either). Can anyone refer me?

hmm...not sure. I thk ur kinda screwed. Can u not download the .net framework, or is it not compatable w/ 98? If you need it, PM me or IM me at FrozenFlames450 and i can give it to u. Other wise...um....not sure wat other prog will do it, unless its 4 CE, then theres the HEK that will tag edit.

.net framework doesn't 'load'.
You download it and install it. Done.
Just download the .net framework (newest version...perhaps 1.1? i forgot) and install. Once installed it should work perfectly fine.

actually newer version is 2.0 i believe but 1.1 is better... 2.0 fucked up my computer =\

If you really can't, use an Hex Editor. Most new stuff are discovered with itt
