halo map tools and halo hacker tools problems?

why cant i use halo map tools i keep getting the same message as shown in the picture. and yes i have lots of microsoft frame work versions. such as....1.1 ,2.0 service pack 2, 3.0 service pack 2, 3.5 service pack 1, and SDK 1.1.
